Summary

A power outage over an hour counts. Funding follows attendance.

The bill orders the education commissioner to adjust a school district's average daily attendance when an unforeseen event makes a campus unsafe, such as a power outage lasting more than an hour. It touches school districts that lose attendance on days when a campus is unsafe, and it touches the state school-funding formula that is tied to attendance. On the ground, districts would not lose attendance-based funding for days when outages or similar events emptied classrooms, starting September 1, 2025.
