Summary

Plans no longer must pay them the same as in-network dentists.

The bill deletes a rule that made employee benefit plans and health insurance policies pay an out-of-network dentist the same as an in-network dentist. It touches dental patients, dentists who do not contract with a plan, and the insurers and employer plans that pay them. Plans issued or renewed on or after January 1, 2026, could pay out-of-network dentists less, while patients can still assign payment to their dentist and plans must still offer a no-fee way to get paid in full on the contracted amount.
