Leftover foundation school fund money can only raise the per-student allotment.
The bill says that if the state puts more money into the foundation school fund than school districts are owed under the school finance formulas in a given year, the leftover money can only be appropriated to raise the basic per-student allotment. It touches the Legislature's budget writers and every Texas school district that draws on the Foundation School Program. On the ground, surplus school-fund money can no longer be redirected to other uses and must go toward a higher base payment per student.
