Summary

Costs come out of the sale money first.

The bill lets the comptroller hold stocks, bonds and other marketable securities it receives outside the state treasury, instead of depositing them right away, and pay holding and sale costs out of the sale money before putting the rest in the treasury. It also widens an existing exemption so that all state funds the comptroller invests, not just those under one cited section, fall outside the state's general public-funds investment rules. On September 1, 2025, the securities now sitting in general revenue under the unclaimed property law move to the comptroller to be held outside the treasury under these new rules.
