Summary
Programs self-certify every two years. TDI posts the list.
The bill orders the Texas Department of Insurance to post on its website a list of swim lesson programs that send in a written statement every two years saying they meet set safety rules. Those rules cover instructor-to-student ratios, a lifeguard or monitor, CPR and first aid certified staff, rescue gear, 40 hours of instructor training, an emergency plan, background checks, and liability insurance. Getting on the list is voluntary, programs that do not renew are removed, and the insurance commissioner must review the safety rules at least every five years starting September 1, 2025.
