Summary

A new pharmacy benefit manager can’t mean denied coverage.

The bill bars health plans from denying or limiting a patient's coverage of a prescription drug just because the plan switched pharmacy benefit managers. It covers state-regulated insurers, HMOs, small employer plans, Medicaid, the children's health plan, county and school district plans, and other listed coverage. Starting with plans issued or renewed on or after January 1, 2026, a patient's drug coverage cannot be cut off only because the plan changed its pharmacy middleman.
