Summary

Stormwater outfalls included. Nearby roads considered.

The bill requires the Texas Department of Transportation to add stormwater outfalls and other flood control measures to its highway construction projects, on top of its existing duty to coordinate with local flood control authorities. When it plans those measures, the department must consider existing, proposed and expected roadways near the project. Starting September 1, 2025, state highway projects must build in drainage and flood control instead of only coordinating about it.
