Summary

Proficiency course plus hunter education required.

The bill adds an exception to the state ban on carrying a handgun for people under 21. A person 18, 19 or 20 years old who has finished both a handgun proficiency course and a hunter education course would no longer fall under that ban. Starting September 1, 2025, those young adults could carry a handgun the way the law already lets people 21 and older carry.
