The only duty in the bill is a study and a report; any actual fuel reserve waits for a future legislature to act on the recommendations. The caption honestly says this is a study.

Summary

Nothing built or bought. A report by September 30, 2026. Any reserve waits on a future legislature.

The bill orders the Railroad Commission of Texas to study whether the state should create a reserve of natural gas and fuel products for use in a disaster or supply disruption. The study must look at feasibility, locations, which agencies would run it, minimum size, when to release fuel, and cost, and a report goes to state leaders and every legislator by September 30, 2026. Nothing is built or bought; the bill only produces a report and then expires January 1, 2027.
