Summary
Adds Section 42.0601, and orders can last for life.
The bill adds the offense in Penal Code Section 42.0601 to the list of offenses that can support a bias-motivated protective order, and it lets a judge make such an order last for the lives of the offender and victim. It touches people who say they were targeted because of bias or prejudice, defendants accused of those offenses, courts, constables and the Department of Public Safety. On the ground, more victims can ask for these orders, orders without a stated end last two years, protected people can ask to cancel them at any time, and violating one covers the added offense too, starting September 1, 2025.

(b) The change in law made by this Act in amending Section 25.071(a), Penal Code, applies only to an offense committed on or after the effective date of this Act. An offense committed before the effective date of this Act is governed by the law in effect on the date the offense was committed, and the former law is continued in effect for that purpose. This Act takes effect September 1, 2025.
