Summary
For inmates, the clock starts on release day.
The bill sets the provisional occupational license for applicants with criminal convictions at a fixed six-month term, and says that for a state prison inmate that term starts on the day of release. It touches state licensing agencies and license applicants with convictions, including people still in Texas prisons. On the ground, an inmate can be licensed before release without the six months running out while still locked up, and people convicted of the offenses already excluded under existing law remain left out.
