Summary

New plans comply now. Existing ones keep their exemptions until September 2027, after the November 2026 election.

The bill stops school districts of innovation from using their local innovation plans to opt out of the state's teacher certification and teacher contract rules in Chapter 21 of the Education Code. It affects every district that has or adopts an innovation plan, along with the teachers those districts hire. New plans must follow the rule right away, while districts with existing plans keep their exemptions until September 1, 2027.
