Summary

A bystander hurt stopping “a criminal offense” counts now.

The bill changes one word-level piece of the definition of "intervenor" in the state's crime victims' compensation law, so a bystander who is hurt or killed trying to stop "a criminal offense" counts, instead of one trying to stop "criminally injurious conduct." It touches Good Samaritans who step in to help someone, along with the compensation program that decides whether they can get paid. On the ground, eligibility for intervenors is tied to any criminal offense rather than the narrower injurious-conduct term, and the change applies only to actions taken on or after September 1, 2025.
