Summary

Monitoring or modeling over the standard triggers a public hearing.

The bill requires the Texas Commission on Environmental Quality to hold a public hearing in any area where monitoring or modeling data shows benzene levels exceeding, or likely exceeding, a national or state air quality standard. The hearing lets residents and other interested people comment on the high benzene levels, and the commission must publish newspaper notice at least 30 days ahead. On the ground, communities with elevated benzene get a guaranteed local hearing, but the bill does not require the commission to take any action after that hearing.
