Summary

Once at least 48 hours ahead. Now the 14th to 3rd business day.

The bill changes the timing rules for the call-before-you-dig system, so a person planning to dig must notify the notification center between the 14th and the 3rd business day before digging starts, instead of at least 48 hours ahead. It touches excavators and the operators of underground lines for power, gas, petroleum, steam and telecommunications, who must now mark their lines, or tell the excavator they will not mark them, by 11:59 p.m. on the second business day after notice. On the ground, the old hour-count and special Saturday rules are replaced with a simple business-day count, and a business day is defined as any day other than a weekend or legal holiday.
