Summary

One-time grants to apprenticeship sponsors. Miss the benchmarks and pay it back pro rata.

The bill creates a new dedicated state account, run by the Texas Workforce Commission, that gives one-time grants to groups that sponsor federally recognized apprenticeship programs. It also creates a six-member advisory board appointed by the governor, lieutenant governor, speaker, the higher education coordinating board and the commission to recommend who gets the grants. Grant recipients must meet performance benchmarks or pay money back pro rata, and the commission reports on the fund every even-numbered year starting after the September 1, 2025 effective date.
