Summary

Ages 16 through 26, unemployed and not in school.

The bill adds a state definition of "opportunity youth" to the Labor Code for use when the state hands out federal workforce development money aimed at that group. It covers people ages 16 through 26 who are unemployed and not enrolled in high school or college, unless federal law sets a different definition. Agencies running those federal funds would use this age range and test to decide who counts, starting September 1, 2025.
