Summary

One standard form to sort out which health plan pays first.

The bill orders the Texas insurance commissioner to write one standard form, called a coordination of benefits questionnaire, that health plans use to sort out which plan pays first when a person has more than one. Every health plan issuer that coordinates benefits must use that single form, including private insurers, HMOs, small employer plans, state employee and teacher plans, Medicaid and the children's health plan. The rules are due by January 1, 2026, and plans must use the uniform form for questionnaires on or after February 1, 2026.
