Summary

Buying online becomes an offense. Courier-style businesses get a bigger one.

The bill makes it an offense to buy a Texas lottery ticket by phone or through a website or app, and a bigger offense to take orders, sell tickets, or arrange ticket purchases that way for pay. It reaches lottery players who buy online and the courier-style businesses that buy tickets on a player's behalf. Starting September 1, 2025, a player who buys this way faces a Class C misdemeanor, a paid middleman faces a Class A misdemeanor, and the lottery commission must write rules to enforce the ban.
