THE TEXT

“A commission serving 200 or more participating”…

Bill text, introduced version (I)

The caption covers all regional planning commissions, but the uncapped pay power goes only to commissions above a numeric threshold of participating governments. That threshold likely limits the benefit to a small number of large commissions.

Summary

Commissions serving 200 or more local governments set pay however they choose. No ceiling!

The bill lifts the state pay cap for regional planning commissions that serve 200 or more local governments, letting them set staff salaries however they choose. Smaller commissions, those serving fewer than 200 local governments, stay capped at the state salary schedule and may pay less. Starting with fiscal years that begin after September 1, 2025, the largest regional commissions can raise staff pay above state levels with no ceiling in the text.
