Summary

The buffer: 3,281 feet, to the foot.

The bill lets a county ban composting facilities within 3,281 feet of a stream, drain, recharge feature, recharge area or tributary that may feed a city's water supply. It covers composting sites that take yard waste, wood, paper, manure, meat, fish, animal carcasses, dairy and cooking oils and greases, and it applies only in counties with no city that requires restaurants to keep food waste out of landfills. Starting September 1, 2025, those counties gain a new power to keep these composting operations away from water sources.
