Summary
County commissioners appoint the representative.
The bill changes the definition of who counts as a district representative in groundwater management area joint planning under the Texas Water Code. It keeps groundwater district presiding officers or their designees as representatives and adds a person appointed by the county commissioners for any county that has no groundwater district. Counties without a groundwater conservation district would get a seat at the joint planning table where regional groundwater goals are set.
