Summary
Two agencies share names and contact info, only with written consent.
The bill requires the state health commission to sign an agreement with the Texas Department of Insurance to pass along names and contact information of people being dropped from Medicaid. It touches people losing Medicaid coverage, but only those who give written consent, plus the two agencies. The insurance department can then reach out to help those people apply for other health coverage, starting September 1, 2025.

Subchapter E, Chapter 532, Government Code, as effective April 1, 2025, is amended by adding Section 532.0207 to read as follows: Sec. 532.0207. MEMORANDUM OF UNDERSTANDING WITH TEXAS DEPARTMENT OF INSURANCE FOR PROVISION OF CERTAIN INFORMATION. (a) In this section, "department" means the Texas Department of Insurance. (b) The commission shall enter into a memorandum of understanding with the department for purposes of providing to the department the name of and contact information for each individual who is being disenrolled from Medicaid, subject to the individual's consent, so that the department may conduct outreach efforts to assist the individual with applying for and obtaining health benefits coverage.
