Summary

No reply to the mailed notice? Find the owner, deliver in person.

The bill adds one rule to how the Texas Department of Transportation gives notice to property owners on state highway projects. If the department mails a notice and gets no response within 60 days, it must make a reasonable effort to find the owner and deliver the notice in person. Property owners near or affected by highway projects get a second, in-person attempt at notice starting September 1, 2025.
