Summary

Down from 10 percent. Appraised values fall when the market does.

The bill lowers the yearly cap on how much the taxable value of a home that is a residence homestead can rise, from 10 percent to 3 percent over the prior year's value plus any new improvements. It also adds a rule that when a home's market value falls, its appraised value must drop by the same share. Texas homeowners with a homestead exemption would see their taxable values grow more slowly in rising markets and fall in step with declining markets, starting September 1, 2025.
