Summary

Eligibility for certain veteran plates is enough.

The bill changes who qualifies for free or discounted rides on toll roads under existing military toll discount programs, so eligibility turns on whether the toll account holder is eligible for certain veteran license plates rather than whether the vehicle actually carries those plates. It touches those eligible veterans, toll road operators, and the Texas Department of Motor Vehicles. The DMV must keep a list of people it knows are eligible and give each toll operator with a discount program the information needed to sign them up, starting September 1, 2025.
