Summary

Count by January 1, 2026. Repeal by July 1, 2026.

The bill orders every state agency to count its rules in effect on January 1, 2026, and post that number on its website. Each agency must then pick 10 percent of those rules by April 1, 2026, and repeal them by July 1, 2026. The requirement touches every state agency and expires December 31, 2026, so it is a one-time cut, not a lasting cap.
