Summary

Grant-funded research and help with grant applications fall outside Section 51.3525(b)(1).

The bill widens the list of activities that a rule in Section 51.3525(b)(1) of the Education Code cannot be read to cover at public colleges and universities. It adds scholarly research paid for by government or private grants, and faculty or staff guidance on careers and grant applications, to that list. Grant-funded research and help with grant applications move outside the reach of that rule starting immediately or September 1, 2025.

“information or guidance by faculty or staff on”…

Bill text, introduced version (I)

The bill adds grant-application and career guidance, plus grant-funded research, to the exemptions in a section whose existing exceptions already turn on whether programs are run without regard to race, sex, color, or ethnicity, so more campus activity falls outside the rule.
