Summary
State license or a national certification.
The bill changes the rule for who may repair or test backflow prevention assemblies, the devices that keep dirty water from flowing back into drinking water lines. Today that work requires a state license under the Water Code, and the bill adds a second path: a certification from a nationally recognized accrediting organization. Starting September 1, 2025, workers with that national certification could do the work without a state license.
