Summary

Covers gifts to candidates and political committees.

The bill adds a new rule to the Texas Election Code saying a person who is not a United States citizen may not knowingly give a campaign contribution to a candidate or a political committee. It applies to every noncitizen giver, and to candidates and political committees as the targets of those gifts. Starting September 1, 2025, those contributions are barred under state campaign finance law, and gifts made before that date fall under the old rules.
