Summary

Vehicle ID numbers and crash details, yes. Names and plates stay blacked out.

The bill lets government agencies use confidential crash report information for criminal investigations by law enforcement, not just for crash prevention. It also lets police agencies get these reports through anyone acting for them under contract, and lets the government hand vehicle ID numbers and specific crash details to those police agencies and their contractors. Names, license numbers, plate numbers, addresses and other listed personal details must still be withheld or blacked out in that extra release.
