Summary
Shifting demand stops counting as saving energy. Utilities need other efficiency measures.
The bill bars electric utilities from counting energy savings from load management programs toward their state energy efficiency goal. It touches electric utilities that run load management programs, including the load management standard offer program already in the law. Utilities would have to hit their efficiency targets through other efficiency measures instead of demand-shifting programs, starting September 1, 2025.
