Summary

Agencies hand over square footage and utility costs to a database kept from public records requests.

The bill tells the Legislative Budget Board to study how the state uses the buildings it owns, leases or occupies, with a first report due September 1, 2026 and a repeat study every six years. Every state agency, including legislative agencies and institutions of higher education, must hand over building data such as square footage, occupancy and utility costs, which goes into a database open to lawmakers and agency heads but kept out of public records requests. Agencies must then identify chances to move staff into state-owned space, but the bill itself moves or closes nothing.
