THE TEXT
“The department shall conduct an annual study of motor vehicle”…
Bill text, introduced version (I)
The bill's only duties are to study crashes, write a plan and send a report. It does not require the department to build, fund or carry out any fix. The caption honestly calls it a study.

Summary
Yearly report, a plan for each spot. Nobody has to carry it out.
The bill orders the Texas Department of Transportation to study motor vehicle collisions every year and find the 50 areas in the state with the most frequent crashes. It touches the department and the state's top elected leaders, who must get a yearly report by September 1 listing those areas and a plan to cut crashes in each. Nothing changes on the roads unless someone later acts on the plan, because the bill requires a plan but does not require anyone to carry it out.
