Summary
Two medals a year, max, paid with donations. Legislators are eligible.
The bill creates a Governor's Medal of Service award that the governor may give to retired public servants, private-sector contributors, or members of the Texas Legislature. The governor may give no more than two medals a year, and the governor's office may take gifts and donations from public or private sources to pay for the award. Nothing is required of anyone, so the only change on the ground is that an optional honor now exists in state law starting September 1, 2025.

THE TEXT
“The governor may, at the governor's discretion, award not more than two Governor's Medal of Service awards each year.”
Bill text, introduced version (I)
The bill's only real content is a ceremonial honor the governor may hand out. It creates no duty, program, or penalty beyond that.
