Summary

Starting 2026, a noncitizen’s card looks visibly different from a citizen’s.

The bill requires Texas ID cards and driver's licenses issued to people who are not U.S. citizens to show a green shape of Texas. It touches every noncitizen who gets or renews a Texas ID card or driver's license, and the Department of Public Safety, which issues them. Starting with cards issued or renewed on or after January 1, 2026, a noncitizen's card will look visibly different from a citizen's card.

THE TEXT

“A driver's license issued to an applicant who is not a citizen of the United States must display the shape of Texas which is green in color.”

Bill text, introduced version (I)

The bill puts a visible noncitizen marker on state driver's licenses and ID cards, so the card itself shows that the holder is not a citizen.
