Summary

Covers projects the Legislature funds directly and TxDOT passes through.

The bill exempts certain state-funded aviation projects from one requirement in the existing rules for aviation facility funding, and it repeals a separate subsection of the aviation funding law. The exemption covers projects paid for with money the Legislature sets aside specifically for that project and that the Texas Department of Transportation simply passes through. Those projects can be funded without meeting the existing requirement in Subsection (b)(3) starting September 1, 2025, and the repealed rule no longer applies.
