Summary

The physician must be in Texas and examine her in person.

The bill bars a physician from giving a pregnant woman an abortion-inducing drug unless the physician is physically in Texas and examines her in person at the time the drug is provided. It also removes the out-of-state consultation exceptions to Texas's medical license rules when the consultation is the provision of an abortion-inducing drug. Out-of-state doctors and remote prescribers can no longer rely on consultation exceptions or remote visits to provide these drugs to Texas patients starting September 1, 2025.
