Summary

Higher penalties when a foreign government’s agent targets someone. Enforcing foreign law: felony.

The bill creates two new offenses: one that raises the penalty for assault, aggravated assault, harassment or stalking when a foreign government's or foreign terrorist group's agent commits it to silence, coerce or drive someone out of the country, and one that makes it a second-degree felony for such an agent to enforce foreign law on people in Texas without state or federal approval. It touches people acting for foreign governments or foreign terrorist organizations, and it puts new work on the Department of Public Safety's criminal investigations division. On the ground, prosecutors get stiffer penalties and a new charge to use, DPS must build and keep updating a peace officer training program by April 1, 2026, and DPS must send lawmakers a study report by March 1, 2026.
