Summary

Parents still get told when the teacher is uncertified.

The bill stops school districts that have opted into 'district of innovation' status from exempting themselves from the state rule that parents must be told when their child's teacher is uncertified or improperly certified. It touches every Texas school district, especially districts of innovation, and the parents of students placed with such teachers. Districts must now actually provide the notice in a bilingual form to parents whose primary language is not English, not just make a good-faith effort. They must post each teacher's type of certification on their website, and existing innovation plans must comply by September 1, 2025.
