Summary
Concrete that misses the standards can’t be sold.
The bill orders the Texas Commission on Environmental Quality to write quality standards for concrete and to ban the sale of concrete and concrete-mixing aggregates that do not meet those standards. It touches concrete producers, aggregate sellers, and builders who buy their products. Once the commission writes its rules, selling substandard concrete or aggregates for concrete becomes prohibited statewide, and the commission must consider the standards published by the National Ready Mixed Concrete Association when it writes them.
