Summary

New test: can the vehicle still be safely driven?

The bill changes when police may investigate a crash off public roads and when an officer must write a crash report, replacing the old $1,000 property-damage threshold with a test of whether a vehicle can still be normally and safely driven. It touches peace officers, law enforcement agencies, and drivers in crashes that damage property or vehicles. On the ground, minor crashes with over $1,000 in damage to cars that still drive, or damage only to non-vehicle property, no longer trigger a required report, while crashes that disable a vehicle do.
