Summary

Without a judicial warrant, local staff must stay out.

The bill changes state law so that city, county, and other local entities and campus police departments must bar their staff from helping federal immigration officers at a place of worship unless the officers have a judicial warrant, where today those entities only may do so. It also says the staff of a church or other place of worship may not give a federal immigration officer permission to enter without a judicial warrant. On the ground, local police cannot help with warrantless immigration work at houses of worship, and church staff lose the choice to let immigration officers in voluntarily, starting September 1, 2025.
