Summary

Every division director gets a seat, replacing an expired 2023 provision.

The bill changes two parts of the law that runs the Health and Human Services Commission's executive council. It requires the council to take public comment on all commission rulemaking activities instead of only proposed rules, and it seats the director of every division the executive commissioner creates on the council instead of tying membership to an expired 2023 provision. Starting September 1, 2025, the public gets a wider window to comment on agency rulemaking, and council membership follows the agency's current division structure.
