Summary

How many came in, why, and what happened to each one.

The bill requires every animal shelter, including city-run shelters, and every releasing agency in Texas to keep monthly records of how many animals they take in, why they took them, and what happened to each one. It covers shelters and releasing agencies statewide, including those in small counties that were previously exempt from this chapter, but still leaves out veterinary clinics and livestock commission facilities. Starting September 1, 2025, these groups must count animals by species and age, keep the records for at least three years, and post them online or make them available for public inspection.
