Summary

A process and criteria for approving what students wear.

The bill requires every Texas school board to adopt a policy on what students may wear at graduation and other official school events, including a process and criteria for approving attire. The policy may not ban culturally significant or academic attire, such as cords or stoles for cultural heritage, honor societies or student groups, unless the item is a safety risk or blocks the student's vision or movement. Starting with the 2025-2026 school year, districts must let students wear these items at graduation and official events instead of banning them outright.

A BILL TO BE ENTITLED

AN ACT

relating to a policy adopted by a school district regarding the

wearing of attire and regalia at certain public school events.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

SECTION 1. Subchapter Z, Chapter 25, Education Code, is

amended by adding Section 25.905 to read as follows:

Sec. 25.905. POLICY REGARDING STUDENT ATTIRE AND REGALIA AT

CERTAIN SCHOOL EVENTS. (a) The board of trustees of each school

district shall adopt a policy regarding attire and regalia that may

be worn by students at graduation ceremonies and other official

school events in the district. The policy:

(1) must establish a process by which the district

approves attire and regalia worn by students at a graduation

ceremony, including the specific criteria required for approval;

and

(2) may not prohibit a student from wearing culturally

significant or academic attire or regalia at a graduation ceremony

or other official school event unless the attire or regalia:

(A) poses a safety risk; or

(B) impairs the student's vision or mobility.

(b) In this section, "culturally significant or academic

attire or regalia" includes cords or stoles that signify the

student's:

(1) cultural heritage;

(2) membership in an honor society; or

(3) affiliation with a student organization.

SECTION 2. This Act applies beginning with the 2025-2026

school year.

SECTION 3. This Act takes effect immediately if it receives

a vote of two-thirds of all the members elected to each house, as

provided by Section 39, Article III, Texas Constitution. If this

Act does not receive the vote necessary for immediate effect, this

Act takes effect September 1, 2025.
