Summary

Two old validity and appraisal review conditions are cut.

The bill changes which school districts count as an "eligible school district" in the comptroller's study of school district property values. It cuts the requirement that a district's local value was valid in the two studies before the most recent one, and it removes the condition that the district's appraisal district passed the comptroller's most recent appraisal review. More districts whose local values were found invalid can now qualify for eligible-district treatment starting January 1, 2026.
