Summary

Born in Texas? Not a U.S. citizen unless a parent is a citizen, national or green-card holder.

The bill adds a new state law saying a child born in Texas is not considered a U.S. citizen, and cannot be granted citizenship status in Texas, unless at least one parent is a U.S. citizen, a U.S. national, or a lawful permanent resident at the time of birth. It touches every child born in Texas and their parents, and especially children whose parents are neither citizens nor green-card holders. On the ground, the state birth certificate form must add a space recording the citizenship status of the mother and father, starting September 1, 2025.
