Summary

Report due December 1, 2026. Any change to disaster aid waits for a later bill.

The bill orders the Texas Division of Emergency Management, with help from the Emergency Management Council, to study how local governments, individuals and businesses apply for and receive disaster aid. It then requires a written report with recommendations to the governor, lieutenant governor, speaker and every legislator by December 1, 2026. Nothing about disaster aid changes on the ground; the bill only produces a report and expires September 1, 2027.
