Summary

51% Texas now qualifies, down from all or nearly all.

The bill loosens a state product-origin standard so a product qualifies if at least 51% of its significant parts and processing come from Texas, instead of all or nearly all. It also repeals Chapter 490H of the Government Code outright, adds a federal or military liaison seat to the governor's aerospace and aviation advisory committee, and drops the requirement that the state business clearinghouse run a toll-free phone line. Businesses seeking the Texas-origin label, the aerospace committee, and anyone who relied on the clearinghouse hotline or the repealed chapter see these changes starting September 1, 2025.
